This builder forgot to put any insulation in the attic of this new home.  If the buyer didnt enter the attic for a while they would have wasted a lot of electricity!   Make sure and have you home inspected prior to moving in whether it is 100 years old or brand new.  Homes are built by people and we all make mistakes.
